Job Title:         Finance Director Reports to:      City Manager Status:             Exempt Wage:             $99,403-$139,164 Close Date:     November 27, 2022; Monday thru Thursday, 7:30am – 6:00pm

Position Summary: duties related to planning, directing, organizing, and controlling the functions of the finance department.  Administers and maintains City financial records to ensure reporting compliance and preserve City assets.

Essential Functions:

  • Advises administration and governing body on financial issues, prepares fiscal reports, makes revenue projections.
  • Participates in the formulation, administration and implementation of City financial policies.
  • Establishes and maintains a department policy manual incorporating policies procedures and guidelines to be observed by department personnel.
  • Acts as budget officer and financial officer.
  • Directs and oversees budget processes, fund allocations, revenue collection, budget forecasts, investments, cash management, expenditures, debt services, capital asset accountability and inventories in compliance with the Utah Municipal Fiscal Procedures Act.
  • Ensures cash sufficiency in multiple city funds, including planning for future solvencies.
  • Directs financial reporting of federal, state and other governing entities.
  • Works closely with departments in maintaining budgets and accounting, providing assistance and advice, reporting financial issues to the City Manager.
  • Manages special fiscal projects or activities of a highly specialized nature such as preparation of a comprehensive annual financial report review/control of internal services and enterprise funds, development of forms/reports, etc.
  • Ensures compliance with federal, state, local, and other laws, statutes, ordinances, contracts, regulations, and other requirement applicable to financial issues.
  • Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

Required Knowledge, Skills and Abilities: Advanced knowledge of:

  • The Utah Municipal Fiscal Procedures Act, generally accepted government accounting principles, practices and procedures (GAAFR, GAAP and GASB) City organizations and department operations including applicable laws and regulations.
  • Internal control principles and methods of application, municipal finance, governmental accounting, and/or governmental auditing.
  • Budgeting, cash management, investments, general ledger systems and spreadsheets.
  • Knowledge of principles of management, supervision and employee motivation.
  • Considerable skill in:
  • The art of writing, creating and introducing presentations.
  • Diplomacy and cooperative problem solving.
  • Leadership and organizational behavior management.
  • Establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, subordinate staff, City residents, service providers and contractors including banking and accountants.
  • Ability to:
  • Present clear and concise graphic, oral and written reports and financial analysis.
  • Communicate ideas clearly, concisely and effectively verbally, in writing and through formal presentations.
  • Plan, schedule, direct, review, analyze and take effective action, and act in an independent manner.

Minimum Qualifications:

Education & Experience:

A.  Graduation from college with a Bachelor’s degree in accounting, finance, business administration or related; AND B.      Possess a CPA license; AND C.      Ten (10) years of responsible experience related to above duties; two (2) years of which must have been in a supervisory capacity; OR

  1. An equivalent combination of education and experience.
