Assistant Finance Director
Overview: Under the direction of the Finance Director this position performs various high-level accounting and financial management functions. This position oversees utility billing and cash collections for the City, ensuring accuracy, compliance, and internal controls.
This position is also the District Clerk for the South Davis Recreation District (the District). In the role acting as both District Clerk and Chief Financial Officer, the Clerk will prepare monthly financial reports and present financial information to the District Board. The role will also lead the District’s financial year-end close and audit.
Essential Job Functions: • Perform complex and advanced accounting functions ensuring compliance with GASB standards of Generally Accepted Accounting Principles (GAAP). • Prepare and maintain reconciliations of multiple balance sheet accounts including cash accounts, accounts receivables, and utility deposits. • Oversee Utility Billing Staff and directly supervise the Utility Billing Supervisor. • Aid with financial data requests and financial analysis. • Plays an important role in the City’s year-end close procedures and annual financial audit, including assisting the Finance Director in the production of close processes, including preparation of the Annual Comprehensive Financial Report (ACFR). • Monitors grants to ensure compliance with all financial, reporting, and regulatory requirements. • Prepare and submit monthly sales tax returns. • Provide monthly financial reports to the District Board and attend monthly District Board meetings; Perform research and create additional reports as requested by the District Board. • Lead the District’s year-end close, including preparation of audit scheduled, year-end reconciliations, and closing of the financial records. • Coordinate and ensure proper completion of the District’s annual independent financial audit. • Assist in the preparation and development of the District’s annual budget. • Serve as the Deputy City Recorder to perform essential recording functions in the City Recorder’s absence or as assigned. • Perform any other duties as assigned.
Knowledge, Skills, and Abilities: • Knowledge of and skill in applying GAAP as set by GASB. • Ability to establish and maintain effective working relationships with co-workers, supervisor, City department heads, District employee and Board members, and the public. • Obtain, within reasonable timeframe, adequate knowledge of the Bountiful City Code as it applies to the City’s fiscal functions/affairs, as well as knowledge of State and Federal regulations concerning municipal finances. • Proficiency in the use of financial accounting software, Microsoft Office, and related technology. • Communicate effectively both verbally and in writing. • Ability to lift 40 – 50 pounds without assistance.
Minimum Education and Experience Requirements: • Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field • Certification: Active Utah Certified Public Accountant (CPA) license, or similar certification (CPFO, CGFM, etc.) preferred • Experience: Three- Five (3-5) years of financial/accounting work experience, preferably in governmental accounting, including working in a computerized accounting system • Prior experience with Enterprise Resource Planning software (ERP) preferred • Must be bondable
