Person performs a variety of working level, professional and technical duties as needed to monitor and implement financial reporting, budgeting, accounting, and asset management of American Fork City and its various departments.

Sr. Accountant/Treasurer

ESSENTIAL FUNCTIONS Appointment as City Treasurer; monitors the City’s cash flow, assures availability of sufficient funds to cover City’s financial needs and checks issued; makes fund transfers as needed; maintains records and portfolio for all City investments in coordination with the Finance Director; maintains active memberships and participates in national and local professional Treasurer associations to keep current on trends and legal requirements.

Reconciles and receives public funds and monies payable to the City from various departments, including all taxes, licenses, fines, intergovernmental revenues and special assessments, and deposits said money to the appropriate bank accounts; manages the processing of stale checks, including tracking, notification of recipients, and filing of Unclaimed Property reports.

Prepares month-end close; analyzes accounts and prepares trial balances; monitors supporting journals, cash receipts, cash disbursements and general journal entries; verifies proper account coding; executes corrections or adjustments as needed; reconciles discrepancies; prepares bank and investment account reconciliations.

Provides general oversight to accounts payable.  Assures proper account coding for all purchases and payments.  Monitors processes for receiving and disbursing city finances as well as maintaining complete and accurate records of all financial transactions.

Examines department and division records and operating procedures; verifies compliance with established plans, policies, procedures; assures compliance to regulatory and statutory guidelines; monitors the adherence to GAAP and related technical pronouncements.

Assists with preparation and distribution of month end reports to the City Council, Department Directors, and City employees as assigned; ensures that the City meets all state transparency requirements, including the filing, data entry, and reporting of the required transparency data as requested by the state; assists Finance Director with preparation of various reports as assigned, including the annual budget, ACFR (Annual Comprehensive Financial Report), etc. Provides support in the preparation and processing of various state, local, and federal reports.

Develops procedures for the control and tracking of fixed assets; assures accountability of fixed assets and supervises annual inventory of the same.

Other duties and responsibilities will be performed as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:

A.  Graduation from college with a bachelor’s degree in accounting, finance, business administration or related field; AND B.           Four (4) years of responsible experience related to above duties; OR   C.           An equivalent combination of education or experience.

Knowledge, Skills, and Abilities:

  • generally accepted accounting principles (GAAP) established by AICPA and GASB; professional accounting standards and ethics; generally accepted accounting principles; laws and regulations pertaining to tax reporting, practices and procedures; municipal organizations and department operations;
  • budgeting, accounting and related procedures;
  • computer accounting applications and various software financial programs;
  • business and technical writing;
  • operation of standard office equipment;
  • interpersonal communication skills and telephone etiquette; public relations.
  • Working knowledge of State and City codes relating to the receipt, custody of the investment of public funds; skills in the practices of investing public funds, including the PTIF; ability to read, understand, interpret, and explain updated codes relating to treasurer’s duties.
  • analyze a variety of financial problems and make recommendations; analyze complex accounting problems and make standard adjustments;  operate personal computer (Windows) in utilizing various programs to produce or compose formal documents, reports and records;  communicate effectively verbally and in writing;   develop effective working relationships with executive management, elected officials, supervisors, fellow employees, and the public.

Special Qualifications:  Preference given for credentials as a Certified Public Accountant. Must be bondable in the amount set by the Utah State Money Management council for Public Treasurer. Thorough knowledge of Caselle financial software is preferred.
