The Tax Reform and Equalization Task Force publicized the public meeting schedule meetings around the state. The public is invited and public comment will be expected. We would like to invite members to participate in these meetings.

The first hour will be an open house setting where attendees will have the opportunity to visit with committee members and look at displays depicting what the legislature understands the future challenges of our current tax structure to be. The second half will be a presentation by legislative analysts discussing the current tax structure, the Utah economy and the challenges of our current structure.

After the presentations, there will be time for questions. As CPAs we work in industries and serve clients that will be affected by any proposed change.  Please ask questions and provide insights as to how any ideas may affect clients and the economy.  As an organization, we’ve worked hard to be a voice of reason as well as provide ideas to the challenges that need to be solved.  Keep in mind that HB441, which we played a crucial role in shutting down, has been laid to rest.  Our understanding is that information from these town hall meetings will be gathered to construct a new bill.  Our hope is that our members around the state will provide thoughtful insight and guidance to our legislators.

As a side note, we do know that tax on professional services is on the table.  We do oppose this from a tax pyramiding, definitional and B2B standpoint.   In many of our discussions with legislators, we’ve posed questions as to:

  1. Is there opportunity to re-define what a “service” is?
  2. Are we placing additional burden on taxpayers to have to pay a tax so that they can file their taxes?
  3. From a compliance issue, are there challenges we can put processes in place that would let us collect on taxes many are non-compliant (i.e. – use tax)?
  4. Do we fully understand the impact of Wayfair and sales tax legislation that will be going into effect October 1st?
