Manager of Accounting

The Accounting Manager is an integral part of my529.  In this capacity, the Manager services the needs of the my529 savings plan within the USHE organization. The Accounting Manager is responsible for all aspects of accounting for the 529 savings program. The program is divided into three different sets of self-balancing accounts under the principles of fund accounting. The Manager serves as a key member in safeguarding over $20 billion in college savings assets, owned by private individuals, as well as $100 million of the organization’s own assets. Assets reside in multiple bank and investment accounts. It is the responsibility of the Accounting Manager to ensure all investments are accurately reported in a timely manner. This individual produces interim reports as well as year-end financial statements and participates in both internal and external audits. Essential Functions

  • Safeguard the assets of the my529 participants and the agency itself.
  • Comply with GAAP, GASB and all applicable laws and regulations.
  • Settle daily, high-dollar investment transactions and manage the related cash flows.
  • Maintain ledgers reflecting all daily financial transactions.
  • Review all banking activity daily to ensure proper function and accurate execution of transactions.
  • Reconcile all investment holdings daily.
  • Review all accounts payable items and all my529 plan withdrawals.
  • Complete a formal reconciliation of all bank, investment and payroll accounts at month end.
  • Prepare monthly investment reports and explanations for board meetings.
  • Prepare miscellaneous interim journal entries, as needed, throughout the month.
  • Summarize all routine transactions and produces month end, aggregate, journal entries for closing.
  • Reconcile all balance sheet accounts to sub ledgers to ensure accuracy at monthly closing.
  • Produce interim financial statements and budget to actual reports.
  • Produce quarterly and yearly transparency submissions to the State of Utah.
  • Participate in internal and external audits.
  • Produce financial statements and notes for the fiscal year ended June 30.
  • Train, supervise and direct the efforts of the Accounting Assistant.
  • Provide backup to the Accounting Assistant on critical duties.
  • Assist in implementation and testing of updated information systems.
  • Participate in the development of procedures for my529 Operations and Finance to ensure proper function and financial controls.
  • Provide quality assurance oversight for my-529 Operations and Finance.

Skills and Knowledge:

  • Extensive knowledge of general ledger accounting.
  • A history exhibiting the highest ethical standard.
  • Exceptionally organized and reliable.
  • Outstanding attention to detail and accuracy.
  • Excellent analytic and problem solving skills.
  • Strong written and oral communication skills.
  • Understanding of GAAP, GASB and the principles of fund accounting.
  • Knowledge of accounting for investment holdings.
  • Understanding of accounts payable and accounts receivable.
  • Knowledge of commercial banking.
  • Must be highly proficient with MS Excel and have general knowledge of the MS Office suite.
  • The ability to prioritize duties and meet deadlines.
  • Understanding of accounting information systems and MS Dynamics.
  • Understanding of audit procedures.
  • Understanding of fraud prevention.

Education:

  • A minimum of a bachelor’s degree in accounting is required. CPA preferred.

Required Experience:

  • A minimum of five years of directly applicable general ledger accounting experience is required.
  • Prior experience with complex high-dollar transactions.
  • Experience with enterprise accounting software.
  • Prior experience in accounts payable, accounts receivable and budgeting.
  • Experience documenting and analyzing complex procedures.

Preferable:

  • Experience with investment transactions and reconciliations.
  • Experience hiring and supervising staff
  • Experience preparing year-end financial statements and footnotes.
  • General experience with Microsoft Dynamics.
  • Prior experience working with auditors both internal and external.
  • Experience using the Microsoft Office suite in a business environment.
  • Experience manipulating large volumes of data.
